I highly doubt the road carries a right of way deed. More likely, it’s an easement agreement with DNR that allows them to use the road, but it is not considered a public access route.

Its probably not exclusive to the point you can't cross it. I have never heard of that before.

Probably not. It’s still DNR land. I didn’t mean to imply someone couldn’t walk it or cross it. My apologies.
