...state which allows a person to buy an archery elk tag and then if unsuccessful fill the same tag with a rifle? Does this pertain to non-residents as well?

Idaho OTC tags allows a person to hunt both archery and rifle.

Generally speaking, an A tag allows the entire month of Sept to archery hunt for any elk. If unsuccessful, pick up the rifle to shoot a spike only.

B tag allows archery for spike or cow for 2 weeks of archery, or any bull during the rifle season.

****Check the regs****, many units are controlled hunt only

I think WY allows you to buy an archery license if you are successful in the regular rifle draw, letting you use your tag during archery season and, if unsuccessful, during the rifle season.

That is correct Oak. Once you have your elk tag, all you need to do is buy an archery stamp.
