High altitude fire starter?

What do you guys carry for starting fires at high altitude? I would like a wind proof butane torch style lighter but most of those say they don't work at high altitude.

I would like something that works up to tree line in CO and that could work well in wet weather.

Survival plasma lighter, I like to call it that. This kind of lighter has fuel, no flame and is waterproof. In addition to bic, it is the most suitable lighter for outdoor use. I haven't taken it to high altitude yet, but I think it can be used in this situation.
