GMU 33/23/24

Folks....need verification of what I think is correct. Looking at the 2021 Big Game Brochure it is showing that both Antlered, Antlerless, and Either Sex Elk for Archery are not available on public lands in GMU 33, 23, 24. Am I reading this correct? Private lands only?

If so...anyone have any idea why?

It's all draw for public land archery in those units.
