Elk Tag colors

What state has an orange or perhaps yellowish elk tag? I saw a film of a bow hunter who shot an 8 x 8 elk bull with dual kickers. He put a orange or perhaps yellowish tag on it and the video premiered Sept. 1 2021. My guess it might have been in NM. Here is the Youtube link:

Yep Colville res, tribal members only there. Got to go out as a caller with my cousin's husband before they divorced, we called in a 6x7, 6x6 and 5x5 all within a couple hours, no shot though. The thought that it might be a person calling like an elk seemed to be the last thought on those bulls minds.
