Colorado Youth Preference Question

My daughter (16-yr-old) has 4 preference points for deer (and elk and pronghorn). In the regs I read this:
A minimum of 15 percent of limited licenses for doe pronghorn, antlerless and either-sex deer and antlerless elk for each GMU shall be available for youths ages 12-17 who meet hunter education requirements. These licenses are available by drawing for all seasons and methods of take - including early and late rifle seasons.
However, when I look at the draw results from 2020, I see this:

So, why is there no youth preference for this hunt code?

More generally, if anyone has a suggestion for tags that my daughter should apply for, I'm all ears. Right now, I think for elk, I will have her hunt OTC and keep her points.

Another huge benefit of an antlerless youth tag is the extended season allowance. Page 17 of the brochure.
