One thing to keep in mind with the drawings is the sheer scale of the CO system compared to other states. For instance NM is widely regarded as one of the best draw systems in terms of website and turn around time, but they only issue ~36,000 elk tags a year Colorado issues around ~ 223,000 elk tags.

Colorado's regs are pretty complex, there are a ton of different tag options, OTC archery Bull, OTC archery cow, OTC rifle bull, OTC archery either sex, limited cow, limited bull, limited either-sex... etc etc. On the license list I got from CPW there are 128 unique license type codes, and a total of 594,144 license and stamps of various types sold.
