In all fairness cmon on out and have fun make sure you take a spike or 2 point home as a souvenir and cmon back to Disney land next year for another disappointing mule deer adventure.
If you wanna really spice it up there's a great Xmas vacation package that's new this year. Only iron sights and flintlock aloud. General tags are good for it.

People are happy to shoot anything and enjoy the success the rut provides. I don’t understand it, don’t see a path to change it, and honestly to the point of not caring anymore. I think it’s the new recruits we have brought to hunting. It’s cool and they are Meateaters.

The only way to change it is to make deer a draw tag. You can’t expect people not shoot one if they have the tag.
