Thanks for the reference. I think there are more laws and enforcement than we need in almost all areas of our life. It is a huge business. There is alot of grey area when it comes to trying to make laws to enforce "ethical" hunting. Baiting bears, assault rifles, nontoxic shot and crossbows, for examples. Heavy handed enforcement causes hard feelings.
