BLM land swap in Northern Wyoming

While I don't have a problem with phase 1 as most of those BLM parcels appear scattered and isolated, I definitely have a problem with phase 2. There are over 80 acres of BLM that border Highway 16 which allows access to a full 640 acre state section which would be gone, and the private land the BLM would take over is mostly already surrounded by a large chunk of BLM. Below is the link if anyone here would like to voice their opinion.

I've never been on these parcels so I can't speak on the quality of the swap vs overall acre numbers. Have you been on that property?

I'd really like to hear about the quality of land being swapped vs the quantity. These swaps like to call out the gain of access on pure acres, with no mention of quality of recreation. We swapping really good (few) acres for really crappy (large) acreage?

I wonder if the parties would consider an easement for previously accessible land . Such as that state land you're referencing prior to making the deal. At least on paper, the landowners seem to be willing to negotiate.
 
I've never been on that exact property but I've been in the area. A quick check on google satellite view shows the BLM land to be swapped in phase 2 has much more timber than the private parcels.
 
I looked at this in more detail and US Hwy 16 (also US Hwy 14 in this area) is not touching any of the parcels in the map OP shared. The school section with the X waypoint is accessible from Apache Gas Plant Rd regardless of the BLM section abutting it. Let me know if I'm missing something.

Apache Gas Plant is not a public road. I believe that state section and BLM parcels are land locked.
 
I think both alternatives are attractive to sportsmen. One interesting point is that the proposed contiguous block of BLM would not be accessible by vehicle, which I am always for. It sounds like there would be a parking area off the county road.
