That would be dreamy, but alas, no. The data source is the BLM land status GIS data, essentially exactly what is on the 1:100,000 land status maps. What it is great for is knowing if you are on or are potentially crossing into private, BLM, Park Service, State Land, Forest, etc. A contiguous block of private that may have 10 separate owners of sub parcels shows up as a single large block of private. If you hunt checker boarded lands this especially useful.

I like that the one you mentioned is free. The perk of the chip I purchased is that it has what you mentioned, plus landowner names.
