Congrats! About four years ago I had a similar story, but did try to back out in hopes of the bull. It backfired, and I wish that I had taken that cow. You made the right decision.
That rancher had to do so incredibly much more than common sense would ask of him, just because of this wolf program. It's insanity. He needs to be doing his job, not crossing off the check list of bureaucracy the government is so amazing at creating.

I had a dachshund who lived for dove season, until I walked the trees. He hated that. He thought the doves were there for him to tear the feathers off of.

I've purchased guns from a store in WY and had no background check to do, as I have a WY concealed carry. Did many sales person-to-person there. No paperwork at all.
