Quick question, If there is a unit with 1 non resident tag, is it possible for a party application to draw this unit? Somewhere I heard that wyoming will add tags to fill the party app if there isn't enough tags, but I'm not 100 % sure this is correct. This would be for a type 2 mule deer tag with good odds in the random draw.
