Wyoming Draw - First, Second, Third Choice

I have been looking at the Wyoming G&F website and need some help in figuring out how the Wyoming draw works with the first, second and third choices. Do they draw everyone's first choice, then everyone's second choice etc. (like Colorado, I believe), or do they pick one name, then try his first, second or third choice (as NM does) before going to the next name?

This can make a big difference in chances of drawing 2nd choice.

yes, chapter 44 of the regulations for starters.
