Wyoming Antelope Questions

I need some answers...
I intend to use a rifle the first time.
I intend to apply for a Wyoming permit and have chosen a couple of units.
When do I apply-i want a buck?
Do you pay the whole fee upfront, and buy a license?
Is it possible to increase odds?
Are there units that regularly have leftover permits?(I really would rather hunt than sit at home)
Is it really that hard to gain access in some units?
