If you apply as a party, can you modify the application to withdraw 1 party member? I’m assuming it’s everyone withdraws or nobody withdraws.

You can modify or delete any applications all the way up to the deadline which I believe is May 8.

Looking at the max point holders, at 14 years that’s approximately $700 for preference points ($50 each) not to mention to app fees and now processing fees. For bighorn sheep, looks like max point holders are at 24 points and while PP have not always been $150 per year, it’s still probably around $2000 to have put in for that long.
