Washington has been soft on crime for a very long time. I did 20 years in King County, some of which the current governor was the King County prosecutor. One of my favorite examples of his tuff on crime stance was auto theft. The bad guys, absent any other mitigating factors, would not serve a day in jail until after they had been convicted five times for prior auto theft. Best we could do was hold up the Probable Cause affidavits for 72 hours. Sometimes that would at least hold them over the weekend if we arrested them on a Friday night.
