I know some wilderness areas allow access if you have a valid hunting license and tag in lieu of the normal permits for camping/hiking. Is this true for ALL wilderness areas or does it vary?

The local one in question has nothing on their website nor have they returned 4 voicemails.

Access usually is just hiking in. Staying overnight is the question

Oh how I don't miss California. Keep calling and being persistent. I would call more than one agency as well. Call fish and wildlife and they might have an answer for you or might give you the number of someone to call.

Depends what you're hunting within designated wilderness in Wyoming whether or not you need a guide.
 
Wilderness areas in Montana do NOT require a permit for hiking or camping, however trailheads have a sign-in box.

Hunting licenses, tags, and permits are obtained from the appropriate state f&g agency and are not related to permission to hike or camp.
