Kerry to Rob $20 Billion From Wildlife Habitat Fund
By law, royalties paid to the government by oil companies for the right to drill on refuges or offshore waters is to go to the Land and Water Conservation Fund. The money collected is to be spent to purchase land, water and wetlands for the benefit of all Americans.

During the Clinton Administration the money was diverted to pet projects rather than to wildlife habitat. One of the first things Bush did upon taking office was to issue an executive order that all funds would be spent for wildlife as it was intended.

Now, John Kerry has announced that he would rob $20 billion from the Fund and spend it on development of cleaner energy. Development of cleaner energy is a good thing, but that is already being done with the Bush Energy Policy and he didn’t have to rob wildlife to do it.

Then to, since Kerry is on record as against oil drilling, will there be any money in the fund in the first place?

I guess the only ref. I can find now is to go to boston.com, click on news, click on politics, then presidents and scroll down to Issues on the left. You can read each candidate position in one liners. This $20 billion is mentioned there, but not the source of it.
