The second vote was a mercy vote.

SB 174 went down on a 10-10 vote.

Two more bills died last night:

HB 321 - Nullify the Endangered Species Act
HB 554 - Interstate Wolf Compact

Both were bad bills that would have cost considerable time and money, and in the case of HB 321, were unconstitutional.
