Trying to figure out WY tag options

Looking at zone 37 or 36. If I draw a general tag and purchase an archery license I can hunt in sept, correct? Why have an archery only and a general tag in the same zone? is it to keep the bowhunters from coming back in rifle season?

The resaon for diff types of licenses is that, in theory, for those people that just want to archery hunt, the tag shold be alittle easier to draw verses a general tag.
