Sage grouse, oil/gas, and ESA?

Would the oil/gas boom and the money associated with it keep the sage grouse off the Endagered Species list if it was warranted (which I don't think it is as of now)? Or if it was to be listed, would it be listed by geographical region instead of range wide so that those areas experiencing the boom could be either removed or targeted?

Just some thoughts I had during lunch...
