Well here's more evidence...
The White House said on Tuesday it would decide which media organizations participate in the press pool that covers the president, wresting control away from the group of journalists that has done so for decades.
The move follows the Trump administration's decision to bar the Associated Press from being in the press pool because it has declined to refer to the Gulf of Mexico as the Gulf of America, the name Trump has assigned the body of water, or update its widely followed stylebook to reflect such a change.
"This move tears at the independence of a free press in the United States. It suggests the government will choose the journalists who cover the president. In a free country, leaders must not be able to choose their own press corps," WHCA President Eugene Daniels said in a statement.

That whoosh you heard was the earlier discussion of the "default" phenomenon of .gov workers, flying over you. "We can't do that, because we've always done it otherwise".
Let's fast-forward from 1938 to now, where those individuals now tasked with wilderness trail are supported by modern safety standards and compensated with more than subsistence food and shelter, in comparison to the CCC era where many/most of said trails were installed. Seems to me like we can't afford as many folks to do that work as we could back then. Also seems to me that, as with any other hazardous work since, productivity has lessened due to evolution in personnel safety management (I can't wait for some clown to claim that I'm saying that's a bad thing...). With the changing of the times needs to come a changing of the means. Goodbye Simonds crosscut, hello Husky.
Burn it all down, and rebuild with a mindset of safety, efficiency, and wholesale slaughter of sacred cattle.

Got more clarity from my brother today.
My niece the infectious disease MD working for the CDC was still on probation, she's been with them for just under 2 years I think.
She was slated to be fired.
They had to appeal on the basis that she has high level security clearance with the military, apparently she's on a CDC first response team that involves the military and others. Had it not been for that she would have been axed. She's on maternity leave now too, just had a baby several months ago.

You get 12 weeks of maternity leave and you don’t have to take it all at once. I think you have a year to use it all.

Well, you'd have to repeal, or pass a law repealing parts of, the Wilderness Act, since the language for no motors (or wheels) is detailed therein. And you can't do that by stroking an Executive Order, so you'd be reliant on the aforementioned reptiles (Congress) to do their jobs, which, it's become obvious, they are incapable of.

A cursory internet search shows that the past two presidents have barred or banned media outlets from press conferences. Next thing you know, Trump will weaponize the DOJ to coerce social media outlets into removing content they don't like.
It doesn't matter for two reasons. The first is that if my understanding is different from yours, mine will be wrong. The second is that my understanding, or lack thereof, has nothing to do with the answer to the question.

I guess the difference is I actually work on GAOA funded projects so I know what the funding was intended to address. There is no interpretation, the goal was pretty clear.

The job market for these fired federal workers might not be a promising as some here seem to think.
I love the gold card idea. I am sure there is down side to consider and comment. However, I hope we sell a million Gold cards at $5M. Heck the guys in charge the last for years let them in for free, gave them plane tickets to the big cities and housed them in posh hotels all on the tax payers dime. Scary when someone in such deep debt just keeps giving money away and free spending. This seems like a good idea to bring revenue in to help pay down the debt!
