License fees are minimal, costs more than that to have an employee process them. I think most places sell for the Division of Wildlife to get you in the door and sell you some camo.
Recreation.gov and the concessionaires that run many campgrounds are a different kettle of fish. They make a good profit, a lot more than the USFS would make and their service isn't always that great. They take over campgrounds and access. At the popular Brainard Lake here you now have to hike a couple miles on a asphalt road to get to the Lake and more to get to what used to be the most popular trailheads close to Boulder/Denver.
They are a profit driven org, USFS and National Park Service aren't. I'd much rather orgs whose interest is in making our public lands easily accessible. If you're maybe considering packing the car and taking the kids camping this weekend, you can't, campground is full, what they should really have is an overflow area such that no one is ever without a patch of ground to sleep on. I mean that's what they are ostensibly there for, our recreation, not making profits.
