I sit next to a fish biologist at work. He did the trail cam at the boat launch technique to count anglers and when he told me boat launches get used for anything and everything, he really meant it.
I second that.
 
Im actually surprised more information isn't shared to biologists from private trail camera owners. The public probably has decades worth of information in a single year and at zero cost to taxpayers.
They do use private trail cam data for studies, at least here in MN. One instance was for a gut pile study, but I think there may have been others as well.

ODFW will record a note on something if it's interesting (ie wolverine) but only wants to use data collected from their randomly deployed cameras. They'll set out a grid and randomize the locations of cameras and then send some poor technician 4 miles down a wilderness trail and have them drop 2000 ft elevation into a canyon if that's where the randomized point is.

Having removed caches (ie gear stashed on public land) as part of my job for the FS and other agencies, as well as calling in caches in multiple states with multiple agencies, what materially would separate a game camera from any other private property abandoned on public land longer than the 16-day limit?

Just depends what your integrity is worth.
