Diesel parking heaters exhaust outside the vehicle. Heat is transferred through a heat exchanger and have forced air running into the heated space thru a duct of some kind. Typically propane heaters used for this purpose, like a Buddy heater (this is what I assume the OP is looking to use), have combustion and heat generating directly into the cabin. This is why there is condensation and a need for some type of ventilation. If the propane heater uses a heat exchanger like the diesel heater or a propane furnace, then yes, there would be no condensation.
