amazing how fines vary by state/species:

$3,000 in fines for shooting a bull elk illegally by a convicted felon and traveling across state lines! I hope NY throws the book at him even if colorado didn't.

Many poachers would consider $3k a bargain for the slight chance they will be caught. I always think the fines are too lenient.
