I just spent 3 hours reading it and looking at the CPW Atlas with overlays for elk winter concentration, migration corridor, etc. They recommend leashed dogs and seasonal restrictions, and less than 1 trail per square mile for existing trails also. I could give them about 50 trails to start with in 29.
I gotta say,this is a fascinating document. It's an important issue in light of the explosion of recreation and the increased use of and demand for more trails on our public lands. It's certainly not just applicable to Colorado.
I talked to a couple of the guys that were on the Advisory Group that reviewed this document before it was released to the public. It was disappointing to hear that there were a few other participants on the AG that thought this document was wayyyy to restrictive. I assume those guys were from mtb groups, although I have no proof of that, and that they were heading straight to the mountains to build more unauthorized trails.
