one more choice in NM

I'm in the process of narrowing down the units I'll be putting in for this year in NM. Right now I have one more choice to make but I'm undecided between unit 16c rifle or 23 rifle.

Thoughts???

23 has been hammered by hunts prior to the rifle hunt,but they are in there.
With 16c they are there, but the odds ....3rd choice. You must be a lucky one.
16c is 3rd best of the 16's,IMHO
23 can be good....

I like the look of the terrain in 23. It looks pretty rough. The consensus is 23 has fairly low density of elk but I bet it's due to ppl not getting too far in. But idk. I've hunted C archery. Saw a couple good Bulls with one being a bull of a lifetime but overall not a ton of bugling action or elk
 
I know 23 well,hunted it many times.
The rifle hunt is post rut. But they can be bugling some still.
It all depends each year on pressure. The whole north half of the unit that holds the elk is only 10 miles wide and they will move into 22,16a,15& AZ if pushed.
They are in the nasty spots. Good luck getting one out solo of most I know.
 
Still got 2 weeks. Neither unit has good enough odds for me to put it as my 3rd choice. But 23 has slightly better odds. Play the numbers. Draw odds and harvest rates don't lie.
 
Easy decision........23 has a lot less elk. 16C would be my choice all day. Elk get pressured and go into AZ too easily in 23. I would look at 16b/22 also.
