Mule Deer public land in Nebraska

Just got back from a trip to western Nebraska to chase mule deer on public ground. There's not a ton of public ground in NE (at least compared to our western neighbors). Most of the mule deer areas are open, short grass prairie (sandhills). Didn't have much luck but it was a new challenge for me as most of my experience is for whitetails in the woods. Could really use some advice to apply next year. I tried to find a good vantage point and glass in the mornings and evenings but never did see much of anything. In the shortgrass my thinking was that if they were there, I should have seen them but I could be way off base. I put on a ton of miles but never did see much of anything. Did i just need to stick it out more on the glassing front? It seems like a few of the other guys just got lucky and bumped something while hiking through the broken country. Any advice would be welcome!!
 
Public deer are a tough proposition in Nebraska. Sometimes, you get lucky and sometimes not. Those deer learn quickly to bail onto private land as they get pressured. All you can do is just keep looking over the next hill and hope for the best.
