Mule deer measurement?

When someone says they got a ??" mule deer, are they talking about the inside measurement of the main beam or the widest outside measurement?

sometimes they will be referred to ??" + cheaters---means the main frames widest measurement, but there were some stickers or cheaters on the horns which would in fact make it wider.....chris

I've done some mule deer hunting, but nothing to brag about. I just like to hunt!
In fact I leave tomorrow to go Whitetail/Mule Deer hunting!!
