MT Elk B Question

Stupid question here, but a NR can apply for an Elk B only correct (ie no combo on March 15th)? The regs just say the only prerequisite is a Conservation License.

My brother grew a bit frustrated with the cost this year so I'm thinking of just having him put in for a B tag and roll the dice with the odds.

Yeah, that's correct. No need for a combo license if he just wants to apply for a B tag.

Maybe a stupid question, but it's been a while since I researched Montana. Is the B tag for cow elk?

Yes, and will be district specific. Some also carry a provision that they are only valid on private or DNR land (can't be used on any federal lands).
