Montana Bear hunting question

Setting out on my first season hunting bears in Montana. I live in unit 301, it is divided like many units for hound hunting and no hound hunting. What does FWP use to set the boundaries? I'm in townsend so in the hound side of the unit. Do they allow hounds in the areas with better bear numbers or the opposite?
