No, it has more to do with generating recreation dollars from across a broad spectrum of anglers...Prime example is Spinney, Antero, and Eleven-Mile reservoirs in South Park, very similar bodies of water, very different regulations.

Sounds like a well managed plan
 
Years ago I caught my biggest brown ever as well as some nice rainbows and walleyes in the canyon at Seminoe on an X4 Flatfish, green with frog spots. No reason why that shouldn't produce in the deeper pools of the river as well.
