If you don't like the system, start voting for someone who will change it. Right now, both Houses and the Executive Branch are controlled by the GOP and most of the Supremes are now right of center. And we still seem to be getting more laws passed each year....

If you move one side, doesn't the center move? (Basic geometry.) This simply makes the liberals more extreme, while the center more accurately portrays "middle America."

If I was upset that a timber sale didn't cover it's costs I don't remember it. Anywhoo, the solutions you mentioned sound workable. I was just wondering out loud if the two big budget hits this FY caused for this to now be a problem. I've heard/read mixed reports on the 'experiment' at Valles Caldera on creating a self-sustaining management system, but do believe the idea has merit.
