Facepalm. I thought the regs look good. 10% min set aside for locals, 10% max NR, 1 Gov tag, remainder Res tags. No bonus/pref, 100% random. I'd be surprised if there are ever more than 25 tags per year anyhow with only 3 counties in the elk zone.
