Sonic, a reference to a sonic boom, therefore the speed of sound. The Flash, referencing the speed of light, ergo The Flash is quite a bit faster.

As Sonic is entirely a creature of computer animation, he spends 100% of his existence in the electronic realm (and is finally disseminated via light projected from your TV). Therefore, while both may approach the speed of light and may be equals at top speed, sonic spends all of his time there, whereas flash only does so now and then as crime fighting may require. So I give the win to Sonic.
