Looks like there's a bill working it's way through the Montana legislature that would provide landowners with a tax break for providing access to inaccessible public lands.

It looks like a solid bill. However, I am curious about the intent of subsection 2-3. Seems like this will only decrease support for the bill while increasing tension between us and outfitting industry. Thoughts?
