On WY state lands, yes. In particular if you're a NR.

I pay a state recreation use permit for Montana State Lands.

Wyoming owns the wildlife and I don't see why we give it away.

How about driving through the state too? Scenic view has to be at least a permit I’m thinking.

MT has a bill in the legislature to do the same. Though I think that bill also has a $10 fee for residents to shed hunt as well.

Not sure where the line is drawn between “shed hunting” and finding a horn on the ground.
