Fly Rod Tube for Raft?

I've never made one, but friends have similar things on their rafts and I have used them. IME it is a good, inexpensive solution. I'd just be sure to clean up the rough edges after you cut it, or add some foam or something to protect your rods.

My BIL built 2 almost exactly like that for his 14' RMR raft. They work great (after making sure the edges are smoothed out as @nrpate05 noted. Then he also applied Epoxy on the smoothed-out edges for extra protection). He also added a little rope loop to slip over the reel (it snubs against the cutout naturally, but the little rope loop keeps it from flipping around side to side).

Prior to that, he used my old Sporttube rooftop carrier (cheap, plastic early version of a rod vault) and converted it into a rod holder for a while. You might find one of those on Craigslist for cheap, but probably not cheaper than the conduit option.
