Colorado Weighted Points

I've never applied in Colorado but want to start this year. I'm confused by the point system for moose. Can anybody explain it for me?

The way I read it you have no chance to draw until you have 3 preference points at which time you have "weighted" points and everyone with 3 points has the same random chance of drawing??

Wow! Thanks Oak. I don't feel bad for being confused now. Holy cow, that is one complex system.

All you really need to know is that everyone with at least 3 points has a chance, and that theoretically those with more weighted points have a slightly better chance.
