I'm sad to say it but that will never happen. Due to who runs that state and all political aspects of it, it will only get worse. One of the most joyous moments of my wife and I's life was when we left there. It is a beautiful state made ugly by a majority of the people who live there. Not to mention its easier for a non-resident to get a tag than it is for a resident and some areas. I'd love to say I think it will change but I don't believe it ever will.Kudo's to MT, AZ and WY for retaining acreage.
I wish Utah could start exporting toddlers. Our average family size skews our entire state budgeting process from the majority of states. The permanent fund has grown from $18M 1983 to $2B today and our population growth curve isn't slowing. Head tax after 2-3 kids is politically unacceptable.
