Point system to my pea sized brain?

Here's the 2013 stats. I'm looking at unit 22 3rd season deer.

My buddy lives in Colorado and had 2 pts going into this yrs draw. He now has three. Shouldn't he have drawn? Were there just too many guys switching units and made the odds get way worse?

If im a non-res, shouldn't it take 5 pts based on these numbers staying equal?

I took a Resident 1 point and a Nonresident 5 points. The tag quota is 65/35 Res/NonRes for 1st choice draw. Nonresidents are more interested in the GMU than Residents and because of that demand it takes them more points
 
I hear ya Jim, I'm seeing what you are saying. So how come my buddy who's a resident didn't draw with 2?

Also, if the numbers stay the same and I have 3 points right now, would I draw in 2 or three more years? If you go into the draw with say 4 points do you have five in the draw(your points plus the current put in) or just 4?
 
Minimum points can be deceiving and also it is not always accurate. It is the least amount of points anyone drew with that year but there could have been 50 applicants in that point class and only 1 drew. On the deer hunt I am applying for min points was 3 last year but going over the draw stats 1 applicant with 4 points didnt draw it. CO is having a big problem with point creep and many units took more points to draw this year then they have in the past.
