We even have that for resident / non resident at out State Parks here in Nevada.And that would make sense.
To me the easiest solution is also the simplest. If they want to do this, show driver license. If US based, pay $10 if not US based pay $20.
That's how it was over seas. Show your passport ( usually not even required as I stick out like a sore thumb) and pay the extra cost. Usually the foreign cost was double or more than the local rate for almost everywhere. Even more at the internationally renowned sites

The idea is possible, and fine, I guess. But it seems like a distraction. Where are we going to get the other $22.5 billion?

Who cares? It’s our country…if you want to come here and enjoy then you can pay a few extra bucks. There’s 4 million visitors to Yellowstone each year. If half are from other countries and they pay an extra $5 each, that’s an easy $10million dollar surplus. An extra $5-10 isn’t squeezing anything out of them. More ironic is that the Montana members missed the comedic point of the post in replies and in doing so confirm the Senate got the right people to write the bill.It doesn't seem all that complicated to police. Raise the entry fee to $50 per vehicle. If the driver shows a US driver's licence, the fee is $35 per vehicle. Anybody who doesn't want to show an ID is free to pay the full price for entry.
Would a few foreign tourists slip through because their driver has a US licence? Sure, some "slip throughs" are baked into the cake.
As for tour buses, I assume they would collect their occupants' entry fees the same way they do now (somewhere other than the entry gate).

I was just there last week and it was astounding to see the level of abuse by foreign visitors. Going off the boardwalks to retrieve hats, driving (don't get me started), encroaching on wildlife, campground abuse, etc. I see no problem in having foreign visitors pay a higher fee. They are American’s parks and they aren’t made better by swarms of hurried, pushy, FaceTiming in public while oblivious to their surroundings, umbrellas in your face in a crowded area when it’s not raining, worst drivers in the world, wildlife approaching groups of people with no idea of personal space.
Our western Canadian brothers and sisters should be exempt of course.
