Its fairly flexible. No hard form inside. The head, ears, and shoulders are stuffed with soft material to fill them out before being sewn to felt backingI don't think I've ever seen a rug done that way, particularly the head. Is the head flexible or is there a hard mannequin form in there like shoulder mount?
That is a great looking bearJust got our bear rugs back. We went with soft rugs and skulls. Overall, I think they turned out well for an affordable option (ball park $500ish). Just need to shoot some bigger bears next time. Haha

I like that idea! Last bear I sent to in to a taxidermist I just had tanned with head on and the head looked like it got run over by a truck and dried out on hot asphalt. I ended up trimming it off at the base of the neck. Nowadays I usually leave the hides for the other bears to eat but might try one that way.
What state and or taxidermist?
