you can find resin replica skulls on taxidermy supply websites that look like euro mounts with the pedicles and everything. That's what I use on my pronghorn horns

Just couldn't see parting with these as obviously is something from dad's years. I don't remember them, but would like to do something with them. As far as cleaning them up? White tips and all?
 
Take some wd-40 and spray a bunch on a clean cloth. Wipe them down good, they'll be shiney at first, but will dull up within a few days.

Heres a few that have had wd-40 applied to them:

Thanks Buzz! WD-40 it is then. I don't care for some I have seen that appear to be shiny black. I think these look more natural.
 
I have used black shoe polish though not on the white tips but Buzz's idea obviously leaves them looking much more natural.

Come on Cushman, buying a skull from a supply joint? Can't make goat head soup doing that. ;)
