I've seen a lot worse than this even in new construction that passed final fire protection inspections.

An acquaintance worked for a big construction company that landed a job remodeling all of the McDonald’s locally. On every McDonald’s job that they finished, just before the inspector came to do the final inspection, they would purposely knock a ceiling tile out of the ceiling right inside the door or do some other such thing that was obvious and easy to fix. It gave the inspector something to focus on and feel good about doing his job.
