Developers of this magnitude historically 'spread the wealth', in effect 'laying off' a portion of the risk with sweetheart deals that usually include influential groups. This ageold business pratice often insures 'prearranged compromise', not only to raise their odds of success but also, in some cases, to sheild them from prosecution.
Large successful developers are by definition deft political manipulators who are always trying to tweak the risk/reward ratio in their favor.
