Wyoming Region A Landowner Coupon?

Can anyone explain Wyomings Landowner Coupon program?

I have a NR region A leftover deer tag that I got at the last minute. The tag has a landowner coupon attatched to it that landowner can submit for payment. My first year and have not read about this. ??

Any idea on how I could find participating landowners in northern Region A?

If you kill a deer on private land the landowner can, and usually will, take the coupon and at the end of the season he can send in the coupon(s) and get reimbursed $16 per coupon. If you kill a deer on public land you should keep the coupon and destroy it.
