My brother and I applied separately for the same antelope tag. I have enough points to draw, he doesn't. Nowhere along the application process does it ask if you want to enter the preference pool or the random pool.
What am I missing? I was under the impression they are separate pools. Is it the same, and they just bump you down to random after filling all the preference point tags?
